The Report that Ms. Navy Pillay (South Africa) cites is not yet posted. So, no one can really look at the methodology as it might be done on nearly every Graduate Student's Thesis for a Masters's Degree. There where eight (8) major points of inquiry that were included in the Mandate were recommendations pertaining to the obligations under articles 146, 147 and 148 of the Fourth Geneva Convention, including by ensuring that they do not aid or assist in the commission of internationally wrongful acts. In the opening statement by Commissioner Pillay, she:

Implied there was wrongdoing on the part of Israel, and intentionally avoided mentioning that Article 68 a Hotile Arab Palestinian (HoAP) who commits an offense which is solely intended to harm the Occupying Power, occupying forces or administration, or cause serious damage to the property of the occupying forces or administration or the installations used by them, shall be liable to internment or simple imprisonment, prosecuted under courts provided for under Article 66. Commissioner Pillay directly implied that Israel was denying some Human rights of the Palestinians by prosecuting Israelis under Israeli Law. In contrast, the HoAP is prosecuted pursuant to Israel's application of the Fourth Geneva Convention (GCIV), as recommended by the International Commission of the Red Cross (ICRC).

This in and by itself, constitutes misfeasance in the office wherein the Commission wrongfully exercised lawful authority through the distribution of misinformation - pursuing the agenda of crucifying Israel in the various media platform with an intent to deliberately deceive.

It should also be noted that the Independent Commission as a whole, lends fuel to the concept that the Arab Palestinians are given card Blanche to pursue any means necessary to achieve their agenda of weakening the Israeli defenses and overrunning the Jewish National Home. This is, by itself, a backhanded way of circumventing the International Covenant for Civil and Political Rights (Article 20) of the Israels as a nation established in 1948, as, the State of Palestine was only recognized in 2012.

The UNCHR Independent Commission knows these facts and still - through omission - casts grave doubt on their integrity.

The Independent Commission presents a picture in which the Arab Palestinians committed no acts that provoked hostilities, or that they were engaged in criminal activities. The Independent Commission acts as if there are no major players in either the Gaza or Ramallah Governments that are not in the EU Terrorist List. This is a case for the UNHCR Independent Commission activity is defending, aiding, and abetting designated terrorist entities in a way to circumvent the UN Action Plan to Annex to the Global Counter-Terrorism Strategy (A/RES/60/288). When an arm of the UN actively attempts to legitimize ANY Middle Eastern Jihadist, Fedayeen Activist, Hostile Insurgent, Radicalized Islamic Follower, or Asymmetric Fighter to tends to undermine the integrity of the organization as a whole. It may not be the intent of these older committee members, but it nonetheless gives the appearance of coloring outside the lines of the Rule of Law.

There are more points of contention that can be addressed as very poor performance by the Independent Commission, but, I think everyone gets the point.
