I thought a player could be 17 to sign an MLB contract.
The following says 18 with exceptions if younger.

"Players on MLB teams must have United States citizenship or be naturalized citizens in order to be eligible to play. The age requirements for MLB players are as follows: -Players must be at least 18 years old to sign a Major League contract, though some players are signed at younger ages."

Looks like the Venezuelan needs his US citizenship. I'm sure he'll get it, somehow(?)
 
It's usually a 16 year old posing as a 10 year old in Little League.

Also 24 year olds who claim to be 16 so they will be a better prospect. They will submit a Birth Certificate of a younger brother or cousin

I would wager that the Powers-that-Be have checked this kid out as much as possible. A several year discrepancy about his age is very unlikely.
