A reverse example would be Teddy Roosevelt and the "Great White Fleet" He wanted it to tour the world to impress other nations. Congress refused to appropriate the money so he sent it anyway using what was available in the budget and then publicly said "If congress wants its fleet back, it can appropriate the money". With that as a precedent, the president can control how money is allocated once it ia approved in the budget.
