I'd try a good housecleaning and audit first find out where its all going. Boot half of the big boys and see what happens
 
This really isn't anything new. I was in the 10th Mountain Division in the late 90's. We where supposed to be able to deploy anywhere in the world in 96 hours but only 80% of our equipment was combat ready.

I had a similar experience in the 4th infantry division in1977. Only about twenty percent of our equipment could be depended on to function for a full day. When I brought up the problem to the officers, they shrugged it off saying that we had an entire divisional set in Europe. When I asked what about a commitment to anywhere else, they merely shrugged and ignored me. Lack of readiness isn’t anything new.
