Trump doesn’t need congressional approval or appropriation for the wall...PERIOD. As commander in chief he can deploy the corp of engineers and the Navy Seabees to construct The Wall. The two agencies total 50,000 personnel. The Wall can be built and funded as part of regular military defense initiatives. If he could work an angle to declare the ******* invasion a national emergency he could then almost force you to go **** up some wetbacks.

According to the constitution, only the legislative branch, not the executive branch, has the power to tax and spend money.

Building a wall requires money that only Congress has the power to approve.
All military expenditures must be approved by Congress. The constitution specifically gives Congress the power over the "militia" as well. Try reading the constitution, you ignoramus.
