The two agencies total 50,000 personnel. The Wall can be built and funded as part of regular military defense initiatives. If he could work an angle to declare the ******* invasion a national emergency he could then almost force you to go **** up some wetbacks.

Congress appropriates spending...they DO NOT tell the POTUS that he can only buy 13 pairs of night vision goggles...There is no itemized list for defense funding. The executive branch can be quite discretionary with spending from the defense fund. Think once...stop misleading people and making a fool of yourself in public.

Trump needs to know his FY 2018 budget for the Army Corps of Engineers discretionary budget is only $4 billion. Which is only a fraction of the $16 billion needed to start building the wall. Of course Trump could see if he can take it from the VA.
