Did the two houses of Oregon's legislature pass a bill to that effect,which was then signed into law by the Governor?

Or did a proposition get put on the ballot, and voted into law by Oregon's voters?

If neither of these happened, to establish a law imposing these restrictions on gatherings, then there is no law, and no legitimate authority on the part of any part of Oregon's government to enforce it. Anyone attempting to arrest any citizen for allegedly violating any such non-law would himself be committing a criminal act.
