I'm not sure why they do that. I think the widget just takes the 12 closest races or something. When you click the link the "top battlegrounds" page, it only lists the 7 States that are in play.

TX,VA,MN,NM,OH not really considered to be in play, the lead for one candidate or the other is well above the margin of error. MN being the closest, and that State hasn't voted for a republican since Richard Nixon...
