Uh....they can cut bad contracts, install equipment and software with approval of DEPT heads I would almost be certain of. Congress is not going to micro-manage cutting $100Million maint bill on empty buildings or whatever. Hence DOGE has saved $180B as of today on their site. I am betting this is real. Fine print below 180B says Contracts etc.
