Fracking is done anywhere they can use it to make oil and gas extraction possible.

Offshore, onshore.

Considering it is done in the oil/gas bearing strata, and those are always capped by an impermeable layer of rock (which is the reason the gas accumulates in the first place) fracking has no impact on surface or low sub surface layers of soil.

Fracking or non-fracking, you still have to drill a pipe through layers, which may include water bearing layers. Making sure the pipe is sealed is the critical item.
