That's an increase of $821 billion dollars, or about 42% increase.

That's an increase of $573 billion, but to be fair I don't have the 2017 data, so let's say it's about $671 billion as the increase from the year before was about $98 billion .
That $671 is LOWER than the increase in healthcare expenditure under Bush. As a percentage of the 2009 figure it's 24%
So, actually the increase in healthcare expenditure dropped from 42% to 24% from Bush's time to Obama's time.
