It means he doesn't know what the hell he's doing. A year of being pulled around by Pelosi and Reid like a castrated steer has blown his options. The best he can do is triangulate a method to somehow blame Bush and Republicans.

This guy is as dense as a door knob, whining about what he found when he came into office for the last year, when Democrats controlled Congress the previous 2 years.

What pathetic idiot would blame Bush and Republicans when the Democratic Party controlled the purse strings, people just aren't that stupid, or are they?
