In fiber optic, you have one line for transmit and one line for receive. But after going through the demux it's converted to individual two wire pairs for the individual phone lines. From the central office to the residence only two wires are used. Whether its phone or DSL&phone.

Everything is carried on just those two wires.

A T1 is a high-speed data circuit. It doesn't carry dial tone it carries digital data over 24 channels of 56K each.
