Under Bill Clinton, the National debt rose from $4.1 trillion to $5.7 trillion.

The national debt has not declined since Eisenhower - there was never a surplus under Clinton - never a time when the federal government brought in more cash than they spent.

Granted, 8 years of Clinton added the same amount of debt as the average week under Obama, but there was no "surplus."
