When I was involved, there was a STRICT standard of NO DOMESTIC spying by the Intel Agencies. Intel Agencies could share foreign intel and intercepts with the FBI and law enforcement, but they were PROHIBITED from conducting ANY Domestic operations. The FBI was to be the SOUL Agency to have those resources. 9/11 caused panic. The FBI was still in the teletype, filing cabinet age and incapable of becoming a Big Brother threat to Civil Liberties. SOMETHING had to be done. But it got OVERDONE. I was proud of the competence and downright AWESOME capabilities of US Intel and never imagined that they would be abused domestically -- like this -- for any reason.

You said "it's been going on longer than that".. Technically 9.11 was the start date for the change. Patriot Act followed a couple years later. Took NSA about 5 years to DEVELOP the strategy for their massively ambitious "monitor everything" plans. And ANOTHER 5 years to put in buildings with hardware. So tho TECHNICALLY, there were warnings about "bulk collection programs" as early as 2007 or 08. But those were system development databases and tuning for the bigger plans. And the REAL bulk collection and storage and damn awesome analysis capabilities didn't start until that entire CITY in "middle of nowhere" Utah got built for the NSA.
