Unfortunately, cops must be "smart."

You have to be able to read and understand the laws (and the Constitution) you are enforcing; you have to be able to write an arrest report that will stand up in court; you have to be able to testify (and be cross-examined) in front of a competent defense lawyer without stepping on your dick. If you cannot do these things, then you are not capable of being a competent peace officer.

This is not to say that a police officer who scores "98" on the written test will necessarily be a better cop than the one who scores a "78," but there is a minimum level of literacy that is required, and one cannot demonstrate that literacy without a written test.

And a related point...in my home town of Pittsburgh, there has been a movement to increase the number of so-called "minorities" on the police force for many years. And unfortunately, there have been cases where people known to the police (friends & relatives of current police officers and city employees) have been given inappropriate "help" in the process. However, when the latest written test was given a few months ago (they only have a police academy class once every couple years), there were NO (zero, none, zilch, nadie) African Americans taking the test, either male, female, or undecided.

One cringes at the thought of how the Powers That Be in Pittsburgh will "remedy" this shortage of "minority" applicants.
