From a purely philosophical perspective, by what grant of authority does the government have the legitimate power to spend public tax dollars in that fashion?

It is nice for anyone to help feed another person who is destitute. But, the decision about whether to give money for charity (and how much to give) is ours, individually. It isn’t an authority granted to our government.

The enumerations of authority granted to Congress is not supposed to be something Congress may properly ignore. The enumerated powers are LIMITATIONS on their power.

Congress has the power to collect taxes to pay debts and provide for the common defense and general welfare of the United States. That's clear as crystal. Sorry you don't like the constitution, but that's what it says. Take it up with Hamilton.

I am begging you guys to actually read the constitution at some point.

It lays out the enumerated powers as a list in the form of

The Congress shall have the power to...;

To...;

To...;

Every single power is laid out as an item in that list in the form of "Congress shall have the power to...;"

The very first item in the list says Congress shall have the power to tax and spend on the general welfare of the United States. That is the clause which gives Congress the power to tax. If you're saying that's just a preamble that doesn't count as an enumerated power, you have an awful lot of 'splaining to do.

I didn't make an analysis, I merely quoted the very first enumerated power in the constitution. It is not a "preamble", it's the first enumerated power. If you don't like what it says, take it up with Hamilton.
