It is up to the police and the availability of pictures for them to be publish when someone kills. There are different laws that cover each municipality and how they handle such occurrences. Now the media and cops want to not even release the name of the killer to downplay any free advertising and notarority the shooter was looking to obtain form their actions. Things are changing how the shooter is swept into obscurity for a reason. Too bad you can realize the reasons why they want every instance silenced for the shooter...

Every day and night on the local news they talk about neighborhood shootings in every American city and we know what color they are by their names, descriptions and locations and sometimes show the picture ( or mug shot) and it's almost always a black male . I don't know the exact numbers but I'm sure inner-city hand-gun shootings is a much higher death toll than these mass shootings, but these are more drama and make headlines. ( not to seem cold, but we are becoming somewhat jaded to it all including sending troops out to die) That being said, I really don't believe they'll do anything more than stricter regulations on future gun purchases, and possibly banning some assault weapons from being manufactured for civilian use. And the black ops can't trade guns for drugs like in the 80's by cooking the books and so on.

The one picture I've seen is old, grainy and has obviously been enlarged from an old photo somewhere--like an employee ID or a MVD license, maybe. He wasn't a big Facebooker, didn't wear his heart on his sleeve and take selfies to post on line. The first reporter who called the family for comment discovered that the family didn't know yet. Oops.
But I agree with Moon that the shooter in these rampages is getting less and less coverage--name and face less in the spotlight the past few shootings. I don't know that it is really about being "famous." It would probably work better if we started to slut shame them as all being closet queers or men attached to their mother's apron strings. Then after awhile they wouldn't think it was the coolest option everytime they had a crisis.
