The United States does not "take oil" - it allows the private sector to work it out through free trade. In the case of Iraq, US companies were outbid initially - other than a few - by other countries and companies. And when the US lost presence in Iraq - Iran/Russia and China moved in and took almost complete control of Iraq's oil contracts. That's the way the cookie crumbles when you believe in free trade.
