He's playing the game of getting the nomination in 2028 and by writing this letter he's trying to show democrats that he's standing up to Trump, even if Trump and everyone on the right are laughing at him. While I agree we shouldn't be redrawing maps for partisan reasons, Newsome apparently doesnt understand the stakes of the game. If you look at the last electoral map, Republicans hold more state legislatures than dems do. If we want to do the "one up" game, dems wont like how it plays out, because repubs have more states than dems do..
