The reporter is asking about TRUMP DISCUSSING TROOP DEPLOYMENT WITH NEWSOM.

When another reporter, on June8th, explicitly asked Newsom about GENERAL frequency of calls with Trump, Newsom readily explained that he had a call with him just yesterday (on the 7th) and that troops were not discussed.
