I’d take this as a tactic. Pretend to support Biden now, so later he can claim that the situation is changed and now it’s vital that he - Gavin Newsome - step in and primary Biden.

He may run into more resistance than he expects. The most radical element of the Dems love Biden, because he is the most controllable president they have ever had control of. They may go after Newsome if he tries a run. Or them may have already warned him off, hence the announcement.
