Any cities in Texas or Florida with NYC's population?
 
Couple things... like here where I live, NY was hit early. Add to that, NYC has the highest population density in the United States with 27,000 people per square mile. Seven times the population density of Houston.
So there is that.
Also - you bet, NYC has some pretty shaky management early on. The New Yorker did a great explose on this way back in April showing how the city had done nothing to deal with crowded public housing and public transportation. As well as city officials were encouraging people to ignore the threat and go to theaters etc. as late as mid March.
Also the stats of this story is from day one. California and NY are the major points for international travel into the US have the most people coming into the US especially from China and Europe.

So it would be expected that this two states would have the most cases as NY has the busiest airport in the US and California is close behind.

SO the story just points as mask as the reason for the discrepancies as everyone knows some wear mask and others do not. They do not wear them all day.

even when mask were mandated you can go into any convenience store and there would be a few people without masks
