The Reps had the majority. Enough of they voted against it to add to the small percentage of the Dems where it could not pass. The Majority Leader intentionally sought support of enough Reps to table the bill. It isn't dead but it's tabled. You want to bet against the Orange Cheeto Gawd wannabe to allow it to pass? One problem, it's going to have to go back to the house which the Reps don't have the support to pass it again.
