He didn’t mean it. in any case, that is no longer the case. Western Europe, seeing the obvious threar has moved quickly to abandon use of Russian oil and gas.

First of all, Trump made no attempt to call for increased spending through diplomatic channels. Instead, he demanded it on social media as a candidate. As President, he continued his attacks, and hs his base believing that the rest of NATO ignored him. The epidose taught the other NATO members that the US was an unreliable and untrustworthy ally.
Trump proved them right.
