Many Euros will up their spending beyond 3%, including indirect spending and research, already, so it's a moot point. they've also gotten serious about standardizing their equipment, like artillery, vehicles, aircraft, etc. 2% is just a minimum.

They are the ones under a direct threat and should increase spending for their own defense

In 2014, NATO agreed a 2% rate. I think about 11 members out of 21 achieved that. Why does the US choose to pay more than 2%?
