So using your claim then any soldier that was not actively pursuing enemy forces is not a legit target for anyone. Ohh and explain if Hamas are not legit targets why are Israeli citizens legit targets for Hamas?

Only those who take part in hostilities can be targeted. Members of an opposing force who lay down their weapons, or pose no immediate threat or danger, shall not be targeted.

Israeli citizens in Israel proper are not legal targets. Israeli citizens in illegal settlements, are legal targets. International law states nationals of an occupational force are not protected persons.
