The US in the 30s was struggling with the Great Depression. We weren't nation building in them middle of Europe.
ENGLAND? England didn't want to build up their former enemy. That was what reparations was all about, keep them DOWN, not UP.
The US government did not officially finance the Nazi regime, but until 1941, American corporations actively invested in German industry, and American banks participated in the restructuring of German debts.
Financial Mechanisms and Investments
Dawes and Young Plans (1924–1929): These international programs, initiated by the US, allowed Germany to refinance its reparations debts. The influx of American loans (over 21 billion marks) became the foundation for the restoration of German heavy industry.
Banking Connections: American banks such as J.P. Morgan and Chase National Bank continued financial transactions with Germany even after Hitler came to power. Union Banking Corporation, headed by Prescott Bush, managed assets linked to Nazi steel magnate Fritz Thyssen.
Participation of American Corporations
Major US companies owned significant stakes in German enterprises that later became part of the Third Reich's war machine:
-Standard Oil (ExxonMobil): Collaborated with the German chemical giant I.G. Farben on developing technologies for producing synthetic rubber and aviation fuel.
-General Motors and Ford: Controlled Opel and Ford Germany, respectively. These factories produced trucks and armored vehicles for the Wehrmacht. In particular, the Opel plant in Brandenburg produced the "Blitz" military trucks.
-IBM: Through its subsidiary, Dehomag, supplied the Nazis with punch counting machine technology, which was used to conduct censuses and organize concentration camps.
War time Policy
After the US entered World War II in December 1941, direct ties were officially terminated under the Trading with the Enemy Act. However, some transactions continued through neutral countries (Switzerland and Spain) until the end of the war.

As for England, with the emergence of the USSR, Germany became a secondary adversary, against USSR the policy of appeasement of the nazis was intended. Even to the point of handing over czech gold stored in English banks to the Nazis.
