Nope, DOJ guidelines is that a sitting president cannot be indicted. Mueller was sticking to that.
Mueller's job was not to indict the President. Mueller's job was to investigate and report. Mueller could have easily stated the President obstructed Justice, that it was his and his team's assessment that the President Obstructed Justice. Mueller and his team, however, failed / refused to do that.
Comey's job was to report findings. Instead, as the US IG stated, he 'usurped the power / authority of the US AG / DOJ by making the decision that Hillary would not be indicted.
Mueller had the opportunity to make the declaration that the President had obstructed justice. He did not.
The 2nd half of his report was Mueller 'testifying' / was commentary AFTER HAVING
ISSUED A DECISION.
-- Basically he said, 'My team and I refuse to declare the President Obstructed justice - the Democrats in Congress can do so from here if they want to go down that road, but we are not.'
Mueller failed to prove guilt / refused to make the decision / declaration that the President had obstructed justice.
During his investigation the only crimes resulting in indictment / conviction were 'process crimes', crimes discovered and / or perpetrated as a result of the investigation. No one was indicted / convicted for the crimes of collusion or obstruction because they never happened.
It was Mueller's investigation...and in the end HE and HIS TEAM did not report definitively that the President had obstructed Justice. Even though he listed instances in which he believed might be considered obstruction
HE AND HIS TEAM WOULD NOT / REFUSED TO MAKE THAT CALL. Instead, he refused to and 'set the table' for Democrats to continue the failed coup attempt by Impeaching the President.
The Mueller investigation Is over. The criminal investigation is over...and it ended with Mueller and his team declaring there was no collusion and with Mueller and his team refusing to officially declare President Trump had obstructed Justice.

Everyone knows the Liberal Extremists want to Impeach the President. No real reason is necessary - any justification for doing so will do. So, after 3 years of this continued BS, Democrats need to 'MAN UP' - GROW A PAIR - GET ON WITH IMPEACHING THE PRESIDENT OR STFU ALREADY!
