It's not so much about enforcement as leadership. There's no need, really, for a mandate. But a wartime President needs to inspire people to do the right thing, regardless of laws.

And that same power can be used to "inspire" them to do stupid shit, so that the President in question can take credit for when his CDC changes how the counts are done or reported and the numbers "decline".
