I think the point is the person is more important than the tool. Bombs are more efficient than just about everything. Maybe we should ban them? However, guns, knives, and bombs do not have intent nor will. By themselves, they are harmless.

My point is that they are already illegal, but criminals and crazies make them and use them to kill people. You can buy the ingredients and any hardware, and home supply store.
The bombs that can be made without raising too many eyebrows are very small and mostly will maim one or two people and that's about all. They aren't much more than an old style M-80 firecracker in power. If you want to build something bigger, you are going to either need a higher quantity of explosives (i.e. gun powder) or something like a form of Nitrate. The Flags just went off. Real Bomb Makers almost always get bagged because of the logistics and supply.
For instance, if I want to by Nitrogen Fertilizer in, say 200 lb quantity, I will need to be a company that has a legitimate use for it and have filed the proper paper work, have the proper permits with all levels of Government. OK City can't happen anymore. Same goes for trying to buy 1000 gallons of diesel fuel. Yes, you can get 1000 gallons of Diesel but you are going to have to make a whole lot of trips to the gas station to get it.
And pulling up with a tank will raise those flags. The Pumps are set to only do X number of gallons then shut off. If you call your local Diesel Bulk Provider and don't have a legit use the 1000 gallons
then the flags go off. Bombs aren't the way to go these days.
Of course, you could make your own Nitro but, again, at least one of the chemicals involved is highly regulated. More flags. You could also buy the TNT but once again, highly regulated. So you make the little bombs that are more an annoyance than a danger to life. The most you can do is blind or disfigure someone.
France hasn't learned it's lesson. But the US isn't France.
