If there are no active calls they'll run plates at random. Sometimes they'll do it if the driver is driving suspiciously.

For example Singapore. Singapore has one of the toughest and most well enforced laws in the world. You are safer in Singapore, than almost any tourist destination in the world.
In a city of 5 million, they have less than 10 murders a year, and sometimes zero.
But people are not being shipped off to gulags, like Stalin, or gas-showers like Hitler, or being rolled over by tanks, like China.
Yet they have strict clear authority. You come to Singapore transporting drugs, you get hanged. They don't mess around. You vandalize a bunch of cars in Singapore, you get cained.

When a dumb US student went to Singapore in 1994, and thought he could vandalize property like in the US, where we basically do nothing to them... (or even if they loot and burn half the city it seems).... in Singapore they dragged his but to jail, convicted his dumb butt in court, and sent him to (if I remember right) 40 lashes with a cane.
And they beat that student hard, so he was screaming. Then they let him go.

The Singapore woman responded that she is more free than the New Yorker was. She can go absolutely anywhere in the entire city of Singapore, at any time of the year, at any time of the day, with zero fear of even having a pick pocket, let alone being beaten in central park, or raped or murdered.
Authority is required for civilized society. The more of it you have, the more free and the more civil society becomes.
