NASA which is the Prog loving way of doing business, has built a rocket and capsule that would cost 2 billion dollars to do the same even if launched a few times a year for low earth orbit. So, it is purposed to go to the moon and perhaps Mars. And it will be more than 2 billion dollars for that as the launches will be once a year due to expense.

It was a kind of a slush fund but Congress was on top of it and directed the payments... Everything was accounted for...

USAID was very transparent and every cent could be accounted for. Compare that to the Defence Dept which hasn't passed an audit in 7 years and spends over 20 times the budget...
