The Department of Justice has a standing policy, going back to the Nixon Administration and renewed during Clinton......they will not indict a sitting President...if Mueller tried to indict Trump, they would take it to the Supreme Court and state to the court the DOJ policy...and Mueller would be in violation of that policy if he tried to indict...

Rosenstein Memo confirming Mueller could investigate Manafort came a week after raid on Manafort's home

Also the FBI was already investigating as early as Sep 2015 when they initially warned the DNC of a hack.

So the investigation is more likely exceeding 3 years at this point.

Other articles says the hacking began as early as May 2015 a year before Crowd Strike started their forensic probe of the DNC servers. The also say the FBI waited months before notifying the DNC. Look it up, but don't claim the investigation is only a year old.
