See, now you have just completely lost it. Garcia was first encountered in March of 2019. It was the Trump administration that oversaw his release, not Biden. Why didn't they hold on to him? He was granted the "withholding from removal status" during the Trump administration, by an immigration judged, appointed during the Trump administration, by a Republican Attorney General serving under TRUMP.
