You seem confused about this ...a UV photon disassociates an oxygen molecule, if the oxygen recombines, then another UV photon is emitted ... however, if the oxygen recombines in two steps ... first to ozone, then to regular oxygen ... then two photons are released in the green part of the spectrum, each photon of a lower energy level than the original UV photon ...

This is all closer to the Earth's surface than the maximum solar IR absorption at the Stratopause ... thus our temperature maximum is ABOVE the ozone layer [@ 1 mb] ... there's no particular thermal feature associated with the ozone layer itself [@ 10 mb] ... other than what solar IR is left to be absorbed ...

The Greenhouse Effect works both ways ... this incoming solar IR is, in part, re-radiated back out into space, just like terrestrial IR is, in part, redirected back to Earth ... so carbon pollution is both a positive feedback AND a negative feedback both at the same time ... where the balance is, no one knows ... increasing water vapor increases cloudiness which
decreases temperatures ... so together things look to be a wash ...
