In the shattered Union, some governor (might have been Minnesota) started to ignore the authority of the Federal government and then actively used State guard (as I recall) or maybe state police to interfere.

The issues on January 6 would have been totally calm had the cops arrested those outside the capitol who damaged the building. Only 3 were charged with arms violations. That is not a riot.
