Once they've walked off the job, put police uniforms on the habitual criminals in the inner-cities and if the numbers fall a bit short to filling posts from that demographic, go to the prisons and give violent criminals police uniforms and send all of them out into the community and after one year, get a poll as to how the citizens feel about their new police.....result:
Criminals, criminals friends, criminals families: 100% approval rate.
Non-criminals and non-criminal friends and families: No response....they're all either dead or moved out.
