All the Ys I have ever been in have allowed High School students to use the strength exercise equipment, and no one has ever caused any problems. The Y I now go to now has an age limit of 13 for the Fitness Center, which seems fair to me. The age 18 limit set by the gym mentioned by the threradstarter sounds unreasonably high.
