A massive power outage Monday affected millions of people in Juárez and some other areas in the state of Chihuahua.

ABC-7's news partners in Juárez, Canal 44, reported that major cities like Chihuahua and Monterrey were also without power.

The National Center of Energy Control (CENAC) tweeted that there was an issue with its generators in the north and northeastern parts of the country.

LOL at their water on the ground that isn't frozen...................

What does water on the ground have to do with freezing LPG?
They have a video in there. When you start looking at the pictures you notice they have the winter slush next to puddles of water. They don't have electricity because the pipes in Texas are frozen. At any rate, they have moving water on the street.

the ground has the ground temperature to moderate, gas in steel pipes has nothing to keep residual heat.
