I'm not buying that number at all. It's just propaganda.
Having said that, the cuts to USAID were brought on by USAID themselves.
If they had allocated money to the proper sources, there would never had
been an issue, but, it was nothing more than a source for liberal visions
for money that would have never met the metrics required for the allocation
of the funds.
