That, said, I am an engineer, I know numbers, including Benford's Law, and I can debunk this one in just a few sentences...

Benford's Law is only valid for natural numbers that span many orders of magnitude. They have incorrectly applied it here to precincts that all are about the same size with roughly 1000 voters. There is absolutely not violation of Benford's law, if many precincts have vote tallies for a candidate that start with 4, 5 or 6 (4xx, 5xx, or 6xx votes). It's actually to be expected.

That, said, I am an engineer, I know numbers, including Benford's Law, and I can debunk this one in just a few sentences...

Benford's Law is only valid for natural numbers that span many orders of magnitude. They have incorrectly applied it here to precincts that all are about the same size with roughly 1000 voters. There is absolutely not violation of Benford's law, if many precincts have vote tallies for a candidate that start with 4, 5 or 6 (4xx, 5xx, or 6xx votes). It's actually to be expected.
