That could be accelerated if a stiff tax(tariff) was placed upon the money orders/checks they send home to their families.
BTW, though a majority come in through Mexico, most originate from other Latin America countries. Mexico just "looks the other way" while they pass through, accepting the funds that pay for their food and travel.
An interesting question to be answered is who is paying for their food and travel expenses ???
