It does not matter how old the material or the shell is - if it chemical weapons it is 'WMD'.

That being said, I completely agree with you that the amount found was not solely worth the invasion. I never agreed with invading Iraq. One of the many undesirable consequences of doing so, of replacing Hussein was that it de-stabilized the area and eliminated a leader who was sort of keeping Iran in check.
