They have to identify potential threats instantly based upon the information that presents itself. Often (as in this case) too much processing time results in dead innocents.

A violent, screaming mob has busted through police barricades, assaulted numerous police officers.
Your radio is telling you that the situation is rapidly escalating...with LEO's down being stomped, beaten, pepper sprayed.....the insurgents have breached the building calling for hanging The Vice President and executing members of Congress, whom it is your job to protect.
In comes little Ashli Babbit through a broken window with a backpack containing who knows what. You command her to yield but she ignores you and continues advancing.
What is going to be your next immediate thought?

It was up to Babbit and she made the wrong choice.
If she had yielded to arrest then they could have determined that of course there was no threat in the backpack and she would still be alive.
But she didn't.
It was natural selection in action.
In situations like that dummies don't survive.
