Part of the problem is that within the large metropolitan areas are inner-city gangs and a propensity for a negative culture to develop. This applies to not just blacks but other races as well.
The inner-city areas often consist of lower income earners and a lack of two parent households. Generally, it is a lack of a positive father role model and a mother who has to hold two jobs to make enough to feed, house and clothe the kids. With a mother mostly at work, kids need mental stimulation as they are growing and if idle, they get with those that they know and it can lead to trouble, often gangs and violence ensues. There are Latino gangs, white gangs and black gangs and they have no moral compass to guide them, so committing crimes becomes easy and most guns found on their person(s) are almost always stolen ones.
Give them better schools, teachers that are positive role models and mandatory after school activities to keep their minds occupied and crime and related gun violence will drop.

Blaming skin color misses the target; blaming concentrated disadvantage hits closer to the bull’s-eye—and points us toward solutions already shrinking the body-count in Baltimore right now.
