The inner-city areas often consist of lower income earners and a lack of two parent households. Generally, it is a lack of a positive father role model and a mother who has to hold two jobs to make enough to feed, house and clothe the kids. With a mother mostly at work, kids need mental stimulation as they are growing and if idle, they get with those that they know and it can lead to trouble, often gangs and violence ensues. There are Latino gangs, white gangs and black gangs and they have no moral compass to guide them, so committing crimes becomes easy and most guns found on their person(s) are almost always stolen ones.
Give them better schools, teachers that are positive role models and mandatory after school activities to keep their minds occupied and crime and related gun violence will drop.

When young people drop out of school, employers have a tendency to not hire them. To solve this, they need a mixture of a better home life and decent schools with good teachers to help them achieve this.Don't give them a thing. Make them earn it. But do create jobs which should take care of the many problems when the jobs were slashed.
