Those Palestinians who advocated for non-violent protest were arrested and he purposefully sowed discord between the West Bank and Gaza as he wanted a division of power and divided Palestinians. It could have been anything from a shakedown to trying to pay off or buy security (the way the Mob shakes down businesses on their turf) to a setup where he knew that Hamas was going to attack.
