Its a pointless move unless the new governor-elect in onboard with the program. I suppose if Mr. Moore agrees with the ideas, this will give the new governor a "head start" on his plans.

I listened to the speech by Hogan.

He is basically surrendering the police authority in Baltimore City to the Federal government and Federal agents- and admitting that he has been a complete failure in his basic duties.
