Simple, common, non-threatening attire for public outings such going to a movie theater
I don't know why people would be frightened of the motives or mindset of someone who wears a tactical vest to the movie theater.
I mean heck, after the investigation was concluded all the police discovered was that he was a paranoid individual with mental issues that developed in a war zone. Oh, and a concealed dagger. Oh, and he didn't respond well to authority. No red flags there!
They should have left him alone until the lights went off and see if mayhem ensued. Then, and only then, would have been the proper time to respectfully ask him if he intended to harm anyone or if the vest was just to sneak in snacks.
Don't be proactive with security, you might offend someone or receive ridicule. Better to let a few get killed or wounded before we start jumping to negative conclusions. Especially if they're a vet because no one in the military ever broke the law. Well,.except for the ones who broke the law.
