I find it hard to believe that no body has mentioned the real culprit, which is RENT CONTROL. Landlords cannot maintain buildings when they can't get market value for their properties. That is why 50 or 60 thousand apartments are vacant in the city. Makes more sense to keep them vacant than lose money and pay for the damage caused by the poor tenants.
