This is not true. You must be here legally to get a legal SSN. Either:

• Citizen (Born or Naturalized)
• Lawful Permeant Resident
• Conditional Permeant Resident
• One of the Temporary Resident Statuses

If someone is in one of the above categories they are here legally (that legality might be temporary, but during that time they are legal). For example someone waiting for an asylum hearing that has been deemed not a threat, released and given work authorization.

When I lived in China, I would see books for sale "How to access US benefits." You simply apply for an immigrant visa and a social security number at the same time. get turned down for the immigrant visa, you still have the SS#.
